This is not a measurement and not a HUD rent reasonableness determination — it is arithmetic on numbers you enter, printed line by line so you can check it or throw it out. Each input shows where its default came from: BRETT-OBSERVED measured in the product, PRIOR RANGE a prior working range, HUD-CITED traceable to a HUD publication, and ESTIMATE a working assumption and not a benchmark. Every per-step split below is an ESTIMATE: it is our allocation of the 495-minute end-to-end total across the nine steps, and it is not a HUD benchmark.

Read this as a planning estimate, nothing more. Every figure above is computed only from the inputs you see; it is not a measured result, not a guarantee, and not a rent reasonableness determination. The per-step minute splits are our allocation of an estimated end-to-end total, not a HUD benchmark and not a measurement of your agency. It excludes implementation time and anything a reviewer still has to do by hand, and staff time returned is not cash recovered unless you actually redeploy the hours. Coverage is read from our own live module catalog: only the rent reasonableness step is available today.

Why the two counts differ — read this before comparing them

The usable market comps count in the panel above includes every structure type, single-family rentals among them, from public.v_rr_login_headline_v2. The pipeline panel below measures progress against a 200,000 multifamily / apartment-only target from public.v_rr_pipeline_status; single-family rentals are not in that denominator, so its count is smaller by construction and will stay smaller even at full coverage. Both figures are correct for their own denominator. Neither is a subset headline of the other, we do not average them, and we do not relabel one as the other. Most HCV units are apartments, which is why the multifamily denominator is tracked separately at all.
